Overview

The Bay of Bengal is the new frontier for Bangladesh’s economic sovereignty. Despite securing our maritime boundaries through international arbitration, our legal and technical capacity to harness the “Blue Economy” remains underdeveloped. This event serves as a platform to modernize our maritime legal framework to protect our sovereign resource rights.

The overview of this discussion focuses on the transition from “Traditional Fishing” to “Deep Sea Resource Management.” We will explore the legal complexities of offshore oil and gas exploration, the potential for mineral extraction, and the protection of marine biodiversity. A significant portion of the session will be dedicated to Maritime Security and Diplomacy, discussing how Bangladesh can navigate the geopolitical tensions in the Indo-Pacific while ensuring safe trade routes.

Strategic Focus Areas:

  • UNCLOS III Compliance: Ensuring national laws are fully aligned with international standards to attract global investment in offshore energy.
  • Deep-Sea Governance: Establishing the legal basis for sustainable mariculture and preventing Illegal, Unreported, and Unregulated (IUU) fishing.
  • Port Modernization: Analyzing the legal reforms needed to turn Chittagong and Matarbari into regional maritime hubs.
